Jordan Swonger, CEO
With over two decades of distinguished service in law enforcement, Jordan Swonger currently serves as the Chief of Operations for the Prince George’s County Police Department, the 27th largest police agency in the United States. In this role, he oversees a broad array of operational and procurement responsibilities, including managing approximately $100 million in capital improvement construction projects split between new construction and major renovation projects. He is also responsible for facilities management at over a dozen buildings, organizational change management, and advising on the department’s $410 million operating budget.
Jordan began his law enforcement career as a Military Police Officer in the United States Army. During his military service, he was stationed at the Pentagon in response to the 9/11 attacks and served in Afghanistan earning 2 Army Commendation Medals. After seven years of service, he was honorably discharged as a Staff Sergeant.
In 2005, Jordan joined the Prince George’s County Police Department. He has served as a patrol officer, violent crimes detective/commander, and operations commander before his appointment to Chief of Operations. His awards include a Gold Medal of Valor for bravery and the 2021 Maryland Chiefs of Police & Sheriffs Exceptional Unit Award. He has also been a consultant for the Revenue Authority of Prince George’s County since 2019, where he consults on several profit-generating operations.
Jordan’s academic background includes a Bachelor of Arts in Criminology from the University of Maryland College Park, followed by a Master of Science in Management from Johns Hopkins University. He completed the Project Management Professional course at Syracuse University and passed the PMI examination.
Tom Hannon, COO
With over a decade of diverse professional experience, Tom Hannon currently serves as the Chief Operating Officer at Outlier Realty Capital in Washington, DC. In this role, he manages a substantial portfolio comprising $120M in assets, overseeing day-to-day operations across multiple property locations. At Oultier he led the sale of a $110M multifamily portfolio and spearheaded the repair and revitalization of key properties, as well as 75 million dollars of ground- up construction.
Prior to joining Outlier Realty Capital, Tom had a distinguished career in law enforcement with the Prince George’s County Police Department. As a Detective and later a Sergeant in the Narcotic Enforcement Division's Technical Operations Unit, he led critical investigations into violent crimes and managed a 3.5 million dollar budget dedicated to advanced technological solutions. Tom was recognized for expert testimony in both Federal and State courts and contributed nationally as a trainer for police agencies on cell phone investigations.
Tom’s commitment to public service was further demonstrated through roles with the Police Pension Plan, where he was involved in overseeing a $1.2B pension fund and negotiating enhanced benefits for thousands of employees. Tom was injured while conducting an undercover operation in 2021 and subsequently retired from that injury. In 2022, he was awarded with Governor’s Citation for outstanding service to Prince George’s County, Maryland.
Tom holds a Bachelor of Arts in Criminology and Criminal Justice from the University of Maryland, College Park. This academic background, combined with extensive field experience, has he with a unique skill set that bridges the gap between law enforcement and real estate management. Tom continues to leverage this expertise to drive operational excellence and strategic growth in the real estate sector while maintaining a commitment to community and public service.
